If you have a well-researched and well-thought-out comment on an FCC
activity, here is where to send it.  (I compiled the information from
a couple different places.)  I have been working hard on a comment
concerning the ACTA petition that I hope is both well-researched and
well-thought-out (people on this list have definitely been helpful in
making it more so!) and I will post the final version here if and when
the CPSR board approves it.
