TELECOM BILL CONTROVERSY
The proposed major telecommunications legislation put forward by a
House-Senate conference committee continues to be under attack as a
"giveaway" to broadcasting companies, which would be given a valuable
portion of the radio spectrum for TV stations to roll out high-definition
television.  The licenses are estimated to be worth as much as $70 billion
if they were auctioned in the same manner as the new wireless phone service
