The American Library Association has submitted a comment to the FCC on their implementation of universal service. It's long; let me know if you'd like a copy. The most interesting statement, to me, is the idea that "Libraries should be viewed, not as recipients of universal service benefits, but as institutional providers of public access and hence as instruments of universal service policy."
