Richard gave us a vision for charging for copyright messages. I must
say that I really appreciate these creative ideas. This is what's
needed!

No, I don't. These are terribly hard problems.
But, if I write a poem, and I spam it to 100000 email addresses,
some of them will take a peek and I'll get my nickel. We don't want
to encourage that.
Come to think of it, in the case of ISP charges, do I get charged when
I use bandwidth to send, to receive, or both? I have no control over
what I receive because I use smtp. If we charge by bandwidth sent,
does it get multiplied when I send to an email list? Does the email
list service provider pay for the big increase in bandwidth? I think
the ISP scheme you described works best for web accesses. Perhaps as
part of the scheme we should declare that text-based communication is
democracy-enhancing and so cheap that it should be part of universal
service.
