        This lengthy exchnage on the CDA is rather interesting for what
it doesn't suggest -- that the most powerful people behind the
Telcommunications Act covered ALL of the bases.  There were no pure
hearts at work either among the countervailing lobbyists, the Congress or
the White House.  That's why it's so hard to place blame at this doorstep
or that one.
