In response to numerous inquiries, we are pleased to tell you that the
American Library Association is preparing to challenge the decency
provisions of the Telecommunications Act of 1996. ALA will be the
lead plaintiff. Co-plaintiffs are being assembled, but the list
is not yet confirmed. ALA will only be challenging the decency
provisions of the legislation. We will keep you informed as the case
develops.

OCAF Targets Internet Service Providers in Battle Against
Internet Pornography

Document to Assist Law Enforcement Is Distributed Nation-Wide

OKLAHOMA CITY, OK: Bob Anderson, president of Oklahomans for
Children And Families (OCAF), announced today the
organization's campaign to eliminate pornography from the
Internet. OCAF has identified the local Internet Service
Provider (ISP) as the party primarily responsible for
the distribution of the majority of illegal pornography on
the Internet.

According to Bruce Taylor, Chief Legal Counsel for the
National Law Center for Children and Families, criminal
liability is clearly appropriate for this intentional
conduct in distributing illegal obscenity and child
pornography, just as for any other wholesale or retail
merchant of illegal pornography.

OCAF has made available a document, entitled "The Agincourt
Project", which helps law enforcement agencies, and the
public, understand the Internet and understand the ISP's
role in the distribution of illegal pornography and child
pornography. This 35 page document can be obtained by
sending a blank email message to "•••@••.•••"
(the document will be sent back to you via autoresponder
email).

In order to obtain the widest possible distribution of the
document, OCAF has:

   - sent notices to law enforcement agencies
   - sent press releases to local and national media
   - posted similar notices to appropriate Internet
     newsgroups, forums, and mailing lists
   - sent email notices to religious and child protection
     agencies

PLEASE, obtain a copy of this document and follow the
suggestions in the Action Plan. We need your help.

WE CAN ELIMINATE PORNOGRAPHY FROM THE INTERNET!

Please send any email comments to •••@••.••• or

In light of the recent furor over the airwaves, in the media, and in
lawsuits regarding the COMMUNICATIONS DECENCY ACT of 1996 that United

have created a forum for people to discuss the concerns raised by this
(and similar) pieces of legislation.

on February 8, 1996). Its secondary role is to serve as a discussion
forum for similar legislation or regulation that may be in the formative
or final stages in any other country, or at any local jurisdiction that
