                COUNCIL OF 100 APPLAUDS DOLE'S STAND
                      AGAINST SPECTRUM GIVEAWAY

Washington, D.C.--The Council of 100 applauds Senate Majority Leader
Bob Dole for his leadership in standing up for the public interest
and calling for a re-examination of the proposal to give television
broadcasters a second channel free of charge.

Council Chairman Milton Bins said, "The Council of 100 supports Senator
Dole's effort to reassert the public interest in the debate about the
allocation of a scarce and extremely valuable public resource.  We
welcome Senator Dole's steadfast voice and leadership in recognizing
that the only interest served by this $100 billion giveaway is the
special interest of television broadcasters.  An auction of the digital
spectrum will ensure that the interest  of the American people and
future generations will be protected and served."

the Council of 100 is an independent, national network of African
American Republicans headquartered in Washington, D.C.  The Council of
100's mission is to promote the economic and political empowerment of
African Americans through full participation in the two-party system.

ABOUT THE COUNCIL OF 100

Organized in 1974 under the leadership of the late Samuel C. Jackson,
a civil rights leader and Republican Party activist, the Council is a
national network of African American Republican elected and appointed
officials, entrepreneurs, educators and civic leaders headquartered in
Washington, D.C.  The Council is not a political action committee.  We
are supported by contributions from individuals and corporations.

The Council's mission is to promote the economic and political
empowerment of African Americans through full participation in the
two-party system.  The Council pursues this mission through its:

** Communications and Information Network:  Mobilize support for
Republican Party principles, ideas and initiatives related to economic
empowerment, civil rights, educational opportunity, limited government,
and individual initiative and personal responsibility;

** Public Policy Network:  Prepare independent analyses and collaborative
action plans focusing on major public policy issues in the areas of
telecommunications, economic development, education and technology,
affirmative action and voter education;

** Political Action Network:  Provide technical assistance to grass-roots
organizations and political campaigns that seek to increase the number of
votes cast by African Americans for Republican candidates and ballot
initiatives.

The Council's communications network includes publishing a bimonthly
newsletter, Council of 100 Report, and outreach to nontraditional
media, including the Internet and talk-radio.  Council Chairman Milton
Bins is a frequent commentator on national television and cable public
affairs programs, and regularly gives interviews on radio talk shows.
Faye M. Anderson, the Council's executive director, regularly contributes
commentary to newspapers and periodicals nationwide.
