The major US automobile manufacturers have now organized to exert influence on
Net infrastructure.  They are inviting other large manufacturers to join them.
Their coalition tried various approaches to guarantee service levels for
Net-based business, but has settled on rating ISPs.  I think the announced
focus is Net-as-transport rather than advertising, so ratings refer to uptime,
responsiveness, and other QoS measures.  I expect this type of organization to
grow in influence.
